Thingster is free and could become your favourite (virtual) neighbour

Thingster is an open-source weblogging service that broadens the blogging experience to include geographic information, events, photo albums, etc.

Registered users can publish 'virtual post it notes' about any location: a street intersection, a street address, a restaurant, a hiking trail or a geocache.

And similarly they can use it to find nearby people with the same interests, lost kittens, volunteer opportunities, a place to find cheap lunch (and review what other users think about it), travel companions, etc.
